Yeah, I suppose.
For a "general purpose implementation" I would use "RECOMMENDED"
(that a server doing implementing RSA/SHA-2[56] also implement NSEC3).
For a turn-key implementation why does RSA/SHA-2(56) depend on NSEC3?
I don't see a link between the two.
