I think loops are easily handled - no server "reloads"
a zone of the same TTL.
As far as the expiry clock not ticking down from server to server
- is that any more than a nuisance? Sure, it's possible that a
slave learns the zone from another, possibly near the time of expiry
there. Working NOTIFY takes care of this, but without working
NOTIFY, there are other problems.
Other than that, relative to the draft, the solution contained in
it seems solid.
