I think this draft should not go forward as a WG item. Sorry Mark. IMO
it is a bad idea to change the protocol because of foolish, easily
avoided, administrator mistakes. [What next, we tweak the protocol to
cope with forwarding loops in resolvers?] If people do dumb things,
they need to realise their actions have consequences. That said, I
would support a BCP which says things like "don't set up stupid
transfer graphs and here's what sort of nastiness can occur when these
are used". Though this won't get read by the DNS admins who do silly
things.
