that script, and RFC 2119, have already cost me more than half a day.
i don't plan to concern myself with it again.  please read the draft
i posted.  i promise to keep submitting through the python script, and
to keep sending unmutiliated copies to the working group, and some day
some rfc editor who wants to turn the draft into an rfc will have to
deal with the wonkiness of the python script.  it's just not our burden.
