I believe it is less ambiguous to say that "There where concerns with
reusing TXT *format*".

Otherwise, for those who wonder what happened since, the SPF group at
last succeeded in structuring and has now a beautiful SPF council,
with several tasks, one of the highest priorities being to move the
draft to a RFC. It will probably be a different draft which is
"almost" ready so that's the reason why there was no news from us.
