No it doesn't. The "no repeat" provision of the draft merely restates RFC 2181,
Section 5.5, which is not limited in applicability to only
"ordinary" DNS replies. Feel free to argue that RFC 2181 is incompatible with
RFC 2119, Section 6, but I think it's a little late for that...
