Wrong.

If a home network is unmanaged (by an ISP), it is not connected to
the Internet and is not a problem.

Instead, a home network can be wrongly managed.

Any kind of problem can be caused by creative wrong management,
which IETF can not forbid.

IETF, instead, can write documents on dull ways of management and
possibile consequences of the creativity.
