	We also need to specify which timescale which are using.  The
	current draft only specifies one time scale UTC.  Given most O/S
	actually return seconds singe Jan 1 1970 GMT - leap seconds it
	would be better to define these fields as such. On systems where
	it does return the correct number of seconds there are also the
	appropriate tables to make the correction.
