Minor correction:  You cannot send the Notify "downstream" (however we
decide to define that) until you have completed the AXFR/IXFR to
update your own zone.  If you send a notify to others as soon as you
recieve it, they may then query your SOA, which is still the old
value, and decide they don't need an update after all.
