named.root changes

Hi.

The 'named.root' file containing information on root name servers has been
modified.  The changes are:

        NS.NIC.DDN.MIL      ->    G.ROOT-SERVERS.NET
        AOS.ARL.ARMY.MIL    ->    H.ROOT-SERVERS.NET

Also, the ip address of H.ROOT-SERVERS.NET has been changed from
128.63.4.82, 192.5.25.82 to 128.63.2.53.
