No, because I never wrote up a charter. A proto-draft was circulated
and there was/is a mailing list that went through most of these debates
(bigz@rice.edu) without coming up with a clear consenses. What Jon
did is float a variant of one of the models that was discussed.
Perhaps the draft should be dusted off and placed into the collective
history of the 'Net.
