Thank you for pointing out a very interesting bit of fluff that has
surfaced before.   As YR and PF have pointed out, provider-based
selection implies address lockin.  There is a seperation between
assignment of transit IDs (addresses) and the naming of those IDs.

RIPE and the APNIC are excellent examples of using a different authority
for administering naming/routing than actual transit.

An additional bit of trivia or two.  .COM is a problem.  IN-ADDR.ARPA
is much larger.  

It is possible to map more than one name to an address.

eg

192.136.150.1 	in	a	home.hou.tx.us.

192.136.150.1	in	a	wcmgate.sesqui.net.
