MIBS mailing list has changed to IETFMIBS

The mailinglist name was causing so much (several 100 a day) 
postings from non-subscribers and from spammers and from virus
distributors, that it was impossible to keep up with reviewing 
and approving those that are OK.

So I have decided to have it renamed to ietfmibs@ops.ietf.org

I am in the process of updating any ptrs to it.

All subscribers have been subscribed to the new list.
The old list no longer exists and any email addressed to it will 
go to the bitbucket (or /dev/null)
